April 1945: a Russian submarine receives a report that Captain America is missing after an explosion in the English Channel. Colonel Karpov orders the sub to head there immediately….

The present: Captain America is in a meeting with Nick Fury and Sharon Carter aboard the SHIELD Helicarrier. They are trying to convince him that his wartime partner Bucky Barnes, long thought dead, is alive and responsible for the terrorist bombing in Philadelphia. Cap recalls how the previous evening he was in the midst of that devastation, rescuing victims of the fire and battling AIM’s MODOC Squad, a team of cyborg soldiers; during that fight, he was rescued by a masked gunman who seemed familiar. Fury shows Cap pictures gathered over the decades of the same ageless man at the scenes of various murders of American officials during the Cold War. This seems to confirm the legend of the Winter Soldier, a deadly Soviet assassin who could pass for an American and was put on ice between missions. And now Nick Fury wants to know if this Winter Soldier is Bucky Barnes. Cap can’t—or doesn’t want to be sure. Fury outlines a plan to capture Aleksander Lukin, their only lead, to question him in private. After Cap leaves, Fury breaks the news to Sharon that her former lover, Agent Neal Tapper, was killed in Philadelphia night before….

April 1945: the Soviet sub searching the Channel for signs of Captain America discovers another body floating in the water and takes it aboard….
