Incredible Hulk, The (1968 series) #452

On Duck Key, the Hulk locks up the local sheriff and hands the badge to a homeless man who had the courage to stand up to him. Meanwhile, the military prepares a plan to retake the island, appointing Colonel Cary St. Lawrence to lead the operation.

Before they can act, Hurricane Betty strikes with full force, isolating the island and halting the military’s advance. As the storm rages, the Hulk reinforces the most vulnerable areas by lifting and stacking old ships and crushed cars to shield the island from the ocean’s fury.

When the skies clear, the Hulk rests beneath the shade of a tree. But the calm doesn’t last. Suddenly, another figure appears—none other than the Incredible Hulk himself!
