The Leader reveals how he turned himself from the unidentified man that came from the desert into himself using gamma ray devices. Now that he is in full control of Gamma Base, the Leader estimates he can conquer the world.

Doc Samson, Thunderbolt Ross and Clay Quartermain are his prisoners. They believe the Hulk is their only hope. But Banner, recently cured, doesn’t want to become the green goliath anymore.

Nevertheless, the Hulk attacks the Leader who runs his Assassin Module apparatus. After a brief fight, the Leader realizes Hulk is a robot. Banner controlled it. A discharge on the Hulk machine links back to Banner, severely affecting him, falling into a comma state.
