Returning to the USA, Captain America heads to Harlem to visit the Falcon. Once there however, he hears on the radio that the police have his former partner cornered in a nearby building. The Falcon’s Redwing appears, leading Cap to its master’s hiding place. Cap eludes the police cordon and enters the building to find the Falcon wounded. The hero explains that he has been framed for murder by the Diamond Heads, a radical Black organization which he has been investigating. The two devise a scheme to escape: Cap announces that he has talked the Falcon into surrendering; then Cap, as Steve Rogers, leaves, claiming to be a freed hostage; then Redwing flies out carrying a package containing the Falcon’s costume; finally the Falcon leaves in Cap’s outfit, not allowing the police to get a close look at him. Meanwhile, the masked racist leader Diamond Head continues to challenge the Maggia for control of Harlem by running a protection racket targeting white-owned businesses. Elsewhere, Cap and the Falcon deduce the probable location of the Diamond Heads’ hideout and Cap volunteers to investigate on his own, as Falcon is wounded. Arriving at the warehouse, Cap is puzzled to see Maggia big shot Rocky the Lynx nearby, and wonders if a gang war is brewing. Cap enters the building only to be greeted by gang members; the battle seems to be going against Cap until the Falcon suddenly arrives and joins in. When Diamond Head admits to framing the Falcon for murder, Cap overpowers him and unmasks the villain as Rocky the Lynx, out to cause trouble in Harlem, making it easy for the Maggia to take over the rackets there. His name cleared, the Falcon announces his plan to stay in Harlem as its protector.
