Clay Quartermain, Rick Jones, and Betty Banner present their testimony before a jury, recounting the events surrounding the gamma ray bomb detonation and the destruction of Middletown.

Meanwhile, S.H.I.E.L.D. soldiers arrive at the blast site and discover only dust where the Hulk’s body should have been. The few survivors of the explosion, mutated by the intense radiation, are located and captured by the Leader, who begins to exploit their altered forms for his own purposes.
