This story is the prelude to the Planet Hulk saga written by Greg Pak.

Incredible Hulk (2000 series) #91 Review by (November 5, 2013)
Nick Fury here and since #88 is supposedly a Life Model Decoy which SHIELD have been using since the real Fury was thrown out after his Secret War series. I don't know who they were supposed to be fooling. The plot to send Hulk into space was actually hatched by the Illuminati, as revealed next issue.
